The 24-year-old Votto is eligible to return on Tuesday, when the Reds open a three-game series at PNC Park in Pittsburgh.
Votto is batting .280 with 14 home runs and 53 RBI in 112 games this season.
To make room on the roster for Rosales, the club designated pitcher Marcus McBeth for assignment.
